Moped Dealer Plate

The moped dealer license allows a business to sell, offer to sell, negotiate the sale or lease consumer leases) with an option to buy mopeds only. "Moped" means any of the following motor vehicles capable of speeds of not more than 30 miles per hour with a 150-pound rider on a dry, level, hard surface with no wind, excluding a tractor, a power source as an integral part of the vehicle and a seat for the operator:

  1. A bicycle-type vehicle with fully operative pedals for propulsion by human power and an engine certified by the manufacturer at not more than 130 cubic centimeters or an equivalent power unit.
  2. A Type 1 motorcycle with an automatic transmission and an engine certified by the manufacturer at not more than 50 cubic centimeters or an equivalent power unit.

If your business will sell cars or trucks in addition to mopeds, you will need a Retail dealer license instead of the moped dealer license. If your business will sell motorcycles in addition to mopeds, you will need a Motorcycle dealer license instead of the moped dealer license. The retail dealer or motorcycle dealer license will authorize you to sell mopeds in addition to the other vehicles.

To qualify for a Moped dealer license, you must meet all the following requirements:

  1. An established place of business with an office and indoor display area big enough for three mopeds.
  2. An exterior business sign.
  3. A service department or written agreement with a nearby service facility.
  4. Local zoning and permit approval.
  5. A sales tax seller permit is required. To obtain one, contact the Department of Revenue at (608) 266-2776 or on their website under sales and use tax.
  6. $5,000 Financial Coverage - one of the following options
    • Financial Statement MV2195 (Financial Statement Instructions MV2183)
      • a minimum required ratio of total asses to total liabilities of 1 to 4
    • Wisconsin Motor Vehicle Irrevocable Letter of Credit MV1046
    • Dealer Bond MV2511
  7. A two-year lease if you do not own the business real estate.
  8. Dealer license fee and dealer plate fee.
  9. You will be required to comply with an inspection of the business location before the license is issued.
  10. You must be at least 18 years old.
  11. You must be of good character and must not have been convicted of a serious crime directly related to the sale of motor vehicles.

Note:

  • Moped dealers do not need a manufacturer franchise for new makes of mopeds sold.
  • Moped salespeople do not need a salesperson license.

  6. Two-year lease if you do not own the business real estate
  7. Articles of Incorporation or Articles of Organization. If your business is established as a corporation or a limited liability company, the State of Wisconsin requires a photocopy of your Articles of Incorporation or Articles of Organization as filed with the Department of Financial Institutions or the governing body in the state where the corporation was established.
  8. Application fees: dealer license and dealer plates.

  • Carefully complete all fields on the form, including signature and date on page 2. Please mail your dealer plates, licensing certificate and individual credentials, and the MV2199 Out of Business Dealer Statement to the mailing address listed below.
  • You may also email the MV2199 Out of Business Dealer Statement form to dealerlicensingunit@dot.wi.gov, but you must still mail your dealer plates and credentials to the department.
