What is the National Environmental Policy Act (NEPA)?
Signed into law on January 1, 1907, the National Environmental Policy Act (NEPA) requires federal agencies to evaluate the environmental effects of proposed actions before making decisions. NEPA applies to a wide range of activates, including:
- Highway construction
- Development of publicly owned facilities
Through the NEPA process, agencies assess environmental, social and economic impacts and provide opportunities for public review and comment.
What is an Environmental Impact Statement (EIS)?
An Environmental Impact Statement (EIS) is a key document required by NEPA for federally funded projects that may significantly affect the human environment. It serves as a decision making tool, outlining both the positive and negative environmental effects of a proposed action.
An EIS typically includes:
-
Purpose and need statement: Defines the study's goals and identifies issues in the project area.
-
Alternatives: Describes alternatives under consideration that could address the purpose and need of the study.
-
Affect environment: Describes the current environmental conditions in that area.
-
Environmental consequences: Details the potential impacts and their significance.
