The purpose of this website is to provide information regarding the proposed improvements, describe the potential impacts it would have on the community, and offer an opportunity for public comment.

Notice of Public Meeting

WisDOT will hold a live, online public involvement meeting to show proposed improvements to the WIS 42/57 and County BB intersection improvements. The meeting will be held at 4 p.m., Wednesday, July 30, 2025 via Microsoft Teams. The intent of this meeting is to present the proposed improvements and to solicit public comments/input. Project location

The intersection of WIS 42/57 and County BB is located between the north limits of the city of Sturgeon Bay and where WIS 42 & WIS 57 split in the town of Sevastopol in Door County.

Project purpose and need

The purpose of the project is to improve safety at the WIS 42/57 and County BB (Gordon Road) intersection while providing acceptable traffic operations. The need for the proposed improvement is to reduce the number of severe crashes at the intersection.

  • From 2018 to 2022, there were eighteen crashes at the intersection.
    • Nine of the crashes resulted in injuries.
    • Eight of the crashes were right angle crashes, which tend to be the most severe types of crashes.
  • The type, severity and frequency of the crashes at this intersection are especially concerning, prompting the need for improvements.

2023 temporary safety improvement

In 2023, intersection modifications were constructed to restrict eastbound County BB (Gordon Road) traffic from making a left turn onto northbound WIS 42/57. Those improvements were intended to be temporary, as the delineator posts used to restrict turns are an ongoing maintenance issue, and the restricted movements increase travel times.

  • As of July 2025, three crashes have occurred near the intersection since the construction of those improvements, including two injury crashes, indicating further improvements are needed to permanently improve safety and operations at the WIS 42/57 and County BB intersection.

This is a reconstruction-level project. WisDOT vetted numerous alternatives. Alternatives considered and dismissed are at the end of this webpage. Proposed improvements include:

  • Conversion of the one-way stop-controlled intersection into a two-lane roundabout with two northbound and two southbound through lanes.
  • New pavement structure, pavement marking and signing.
  • Replacement of Big Creek box culvert (photo right).
    • Existing structure: 8’ wide x 5’ high single span bridge
    • Constructed in 1922, extended in 1952, guardrail in 2023
    • New structure: 15’ wide x 5’ high box culvert
  • New storm sewer and intersection lighting.

Anticipated benefits

  • Decrease speeds through the intersection.

Traffic impacts

  • WIS 42/57 will remain OPEN during construction with a temporary bypass roadway.
  • County BB will be CLOSED to through traffic during construction with a posted detour.
  • Local access to properties and businesses within project limits will be maintained throughout construction.
  • Access to Old Highway Road will remain OPEN.

Schedule

  • Environmental Document approval: Fall 2025
  • Real estate acquisition: Anticipated to begin in 2026
  • Design: Continues through 2027
  • Utility relocations: Anticipated in late 2027 / early 2028
  • Construction: Tentatively scheduled for 2028

Real Estate

Right-of-way acquisitions in the form of permanent (FEE), permanent easement (PLE), and temporary easement (TLE) are anticipated to accommodate the reconstruction of the intersection. A member of the real estate team will contact affected property owners at the start of the real estate acquisition process.
