WIS 32 Improvements - City of Kiel

WIS 32 from WIS 67 to County AA (Park Avenue) in the city of Kiel in Manitowoc County, Wis.The Wisconsin Department of Transportation (WisDOT) is investigating alternatives for proposed improvements on 1.5 miles of WIS 32 in the city of Kiel, Manitowoc County. The purpose of this website is to provide information regarding the proposed improvements, describe the potential impacts it would have on the community, and offer an opportunity for public comment.

Notice of Public Meeting

WisDOT will hold a public involvement meeting (PIM) to show proposed improvements on WIS 32 between WIS 67 and County AA, through the village of Kiel, in Manitowoc County, Wisconsin. The PIM will take place at the below place and time:

  • When: 5 p.m., Wednesday, October 1, 2025
  • Where: Kiel Community Center, 510 3rd Street, Kiel, Wis. 
This meeting will review proposed alternatives, including a proposed new roundabout, bridge replacement, and full pavement replacement on WIS 32 in various locations throughout Kiel. The project team will give a brief presentation at the beginning of the meeting. The meeting will then move to an open-house format.​   

Project location

This project is located on WIS 32 from WIS 67 to County AA (Park Avenue) in the city of Kiel in Manitowoc County, Wis.

Purpose and need

The primary purposes of the project are to improve the deteriorating pavement surface and extend the service life of WIS 32, to improve safety at the intersection of WIS 32 and County AA (Park Avenue), and to replace the bridge structure over the Sheboygan River.

Proposed improvements

Proposed improvements on WIS 32 from WIS 67 to Seventh Street include:

  • Pavement replacement
  • Curb and gutter replacement
  • Sidewalk replacement
  • Curb ramp and driveway apron replacement
  • Storm sewer replacement
  • Utility (sanitary sewer and water main) replacement by the city

Anticipated benefit

The proposed improvements will include the following benefits:

  • Provide motorists with a smoother riding surface resulting in less wear on vehicles.
  • Decreased annual maintenance costs for the city saving taxpayer dollars.
  • Extend the life of the structures and pavement.
  • Roundabout at WIS 32/County AA will provide safer turning movements.
  • Improved accessibility for pedestrians by bringing curb ramps into compliance with ADA standards.
  • Improved bike and pedestrian accommodations.
  • Traffic calming would create a safer roadway for all users.

Traffic impacts

WIS 32 plans are early in the design stage. The anticipated impacts on traffic during construction may include:

  • Long-term road closures and detours during construction.
  • Pedestrian detours where curb ramps, sidewalks, and crosswalks are under construction

Schedule

Real estate

Permanent right-of-way (FEE) and Temporary Limited Easements (TLE) would be required for improvements along the project corridor.

  • A member of the Department’s real estate team will contact affected property owners.

Section 4(f)

The Federal Highway Administration (FHWA) has regulations governing the use of land from publicly owned parks, recreation areas, wildlife or waterfowl refuges, and any significant public or private historical or archeological sites. These sites are called Section 4(f) properties. The proposed improvements may result in right-of-way or easement acquisition to Section 4(f) properties.

Your comments assist us in developing a project that will serve the needs of the traveling public as well as the needs of the local community and are welcomed and appreciated. Please submit comments to WisDOT using one of the following methods so that we receive them by November 1, 2025, to be considered during design.
