The Wisconsin Department of Transportation (WisDOT) is in the process of developing plans for proposed realignment and improvements at the WIS 29/US 141/County MM location in Brown County. The purpose of this website is to provide information regarding the proposed improvements, describe the potential impacts it would have on the community, and offer an opportunity for public comment. WisDOT is seeking comment on two possible alternatives for a new intersection.
Project location
The proposed project is along WIS 29 from US 141 to County EA and at the intersections of US 141/WIS 29 and US 141/County R. The project is located in the village of Bellevue and town of Ledgeview in Brown County, Wisconsin.
Project purpose and need
The purpose of the proposed action is to improve traffic operations at the US 141/WIS 29 intersection and the US 141/County R intersection, address sight distance for railroad crossing along WIS 29, and rectify the 20-mph sharp curve along WIS 29.
Proposed improvements
This is a reconstruction-level project. Proposed improvements include:
- Rerouting WIS 29 from the WIS 29 and County EA/Cottage Road roundabout and the US.
- 141/County R intersection with a new railroad crossing.
- Reconstruct the US 141/County R intersection to a signalized intersection or a single lane roundabout.
- Remove existing railroad crossing, while connecting Kewaunee Road to Manitowoc Road and Kewaunee Road to Wall Street.
- Install storm sewer along proposed WIS 29 realignment and construct a stormwater pond.

Anticipated benefits
The proposed realignment and intersection reconstruction project, along with associated improvements, offers significant anticipated benefits for traffic safety, mobility, and operational efficiency in the area.
- By rerouting WIS 29 to include a new railroad crossing and eliminating the existing problematic crossing, the project directly resolves longstanding sight distance deficiencies at the railroad, substantially reducing the risk of collisions and enhancing safety for motorists and train operations.
- Additionally, removing the sharp 20-mph curve along WIS 29 eliminates a hazardous geometric feature that has contributed to potential accidents, providing smoother and safer travel for drivers.
- The reconfiguration replaces two stop-controlled intersections with a modernized US 141/County R intersection—either signalized or a single-lane roundabout—while rerouting traffic flows, which improves overall traffic operations by minimizing delays, reducing stop-and-go conditions, and enhancing flow through the corridor.
- Complementary elements, such as connecting local roads like Kewaunee Road to Manitowoc Road and Wall Street, along with new storm sewer and a stormwater pond, further support sustainable drainage and maintain connectivity for nearby communities, resulting in a safer, more efficient, and resilient transportation network.
Traffic impacts

- The US 141 and County R intersection will be closed and detoured during construction.
- Temporary lane closures and/or access restrictions are anticipated along Manitowoc Road, Wall Street, and Buddy Lane.
- Local access to property owners and businesses within project limits will be maintained throughout the project.
Schedule
- Public Involvement Meeting: March 18, 2026
- Environmental document: Spring 2027
- Real estate acquisition is anticipated to begin in fall 2027
- Design is on-going and will continue through spring of 2030
- Construction is tentatively scheduled for 2031
Real estate
Right of way acquisition in the form of Temporary Limited Easements (TLEs) and permanent acquisition (fee) is anticipated throughout the project. Proposed right-of-way impacts are shown on the exhibits. If your property is affected, a member of the project's real estate team will contact you.
