Project Overview

The project consists of improving 4.42 miles of WIS 22. This section of WIS 22 connects smaller communities together. The proposed work on WIS 22 will address the aged and deteriorated pavement, and curb and gutter; add pavement marking; modify intersections; and upgrade curb ramps to provide the public a safe facility.

Proposed improvements include:

  • 5.5-inch mill and overlay in the city of Clintonville, from the beginning of the project at Green Tree Road, to approximately 50 feet north of WIS 156, for approximately 0.57 miles.
  • 1.5-inch mill, 3-inch cold-in-place recycle and a 3.25-inch overlay of new asphalt pavement in the rural portions of the project. The rural portions are between Clintonville and Embarrass, and north of the Embarrass village limits to the end of the project at Lake Wagner Road.
  • The pavement will be replaced in the village of Embarrass with 16-inch subgrade, 12-inch base, 5.5-inch new asphalt pavement, and new concrete curb and gutter. The road will be narrowed from its existing width of 44 feet to a width of 32 feet. Curb ramps will be updated to meet current ADA standards. The village of Embarrass will be replacing their sanitary sewer and water utilities.
  • The intersection of WIS22 and Main Street in the village of Embarrass has experienced crashes caused by southbound vehicles on WIS 22 turning right (westbound) to remain on WIS 22. The curb and gutter and pavement markings will be modified to allow for better traffic flow for larger vehicles through the intersection.

The environmental document was approved in April 2024. The project has been screened by WisDOT for archaeological and historical impacts.

Traffic Impacts

Work will be done under traffic using lane closures and flagging operations for the Clintonville and rural portions of the project. A detour will be used while the work within the village of Embarrass is performed. The detour route is will utilize WIS 29, WIS 47,and WIS 54.

Real Estate

Additional right of way will be required for this project. Temporary limited easements (TLEs) will be necessary at a majority of the curb ramp locations to accommodate construction of the new curb ramps. TLEs will be needed to allow for minor grading needed to blend slopes and match the work into existing yards. TLEs may also be acquired to allow room for temporary pedestrian accommodations during construction. FEE acquisition may be necessary at a few curb ramp locations. WisDOT expects to begin real estate acquisition in Spring 2025.
