Act 15: 2025-2027 Biennial Budget
On July 3, 2025 WI passed
Act 15 adopting its biennial budget for 2025-2027. There are several items in
Act 15 which affect motor vehicles. The DMV is working on implementing each of these changes.
Vehicle Fee Increases
Section 329 of Act 15 establishes "a fee of $6 per plate for the issuance of new registration plates that are not replacement plates."
Sections 338 and 339 of Act 15 increases a replacement plate fee from $4 to $6.
Section 341 of Act 15 increases the annual fees in 341.25 (c) to (q) by 10%. The annual fees in 341.25 (c) to (q) are used to calculate most registration fees from 8000 lbs to 80000 lbs.

Sections 342 and 343 of Act 15 increases the title fee for a vehicle from $157 to $207.
Two New Special Plates
Section 332 of Act 15 establishes a new license plate that will: "have a black background and white lettering displaying the word 'Wisconsin' and identifying letters or numbers or both, not exceeding 7 positions and not less than one position."
Section 333 of Act 15 establishes a new license plate that will: "have a yellow background and black lettering displaying the words 'America’s Dairyland' and 'Wisconsin' and identifying letters or numbers or both, not exceeding 7 positions and not less than one position."
