Construction in 2025 includes prep work for the bridge rehab project in 2026

To invest in Wisconsin's transportation system, Gov. Tony Evers has signed a $9.85 million contract with prime contractor Lunda Construction Co. of Black River Falls for an improvement project on the bridges carrying I-94 over the St. Croix River between Hudson and Lakeland, Minn. Construction is scheduled to start Monday, September 29.
The bridges need maintenance, and the Wisconsin Department of Transportation is proposing the following:
- Construction on both bridges includes:
- Replacing the modular joints
- Making concrete surface repairs at the west abutments and piers
- Placing a new polymer overlay on the bridge decks
- Replacing pavement markings
- Construction on the westbound bridge also includes:
- Replacing the west end joint
- Completing spot painting of bridge pin and hanger system
- Construction on the eastbound bridge also includes:
- Replacing the sidewalk railing
- Construction on the retaining wall on the Wisconsin approach:
- Replacing the block wall crossing under and adjacent to I-94 and parallel to the pedestrian path
Most of the work will be completed in 2026. Construction in 2025 includes widening shoulders.
During construction in 2025, I-94 will remain open to traffic, but motorists will encounter lane and shoulder closures during off-peak travel times. In addition, work is expected to result in nighttime closures of ramps from eastbound I-94 to WIS 35 North and southbound WIS 35 to westbound I-94.
Construction in 2025 is scheduled for completion in mid-October. Construction in 2026 is anticipated to begin in April.
