Multiyear pavement replacement project in Jackson and Monroe counties includes interchange, bridge and culvert work and replacing fencing guardrail and signage

The Wisconsin Department of Transportation (WisDOT) is seeking public comments on a proposed pavement replacement project on westbound I-94 from County O in the Jackson County town of Millston to County EW in the Monroe County town of Lincoln.

The pavement on this segment of westbound I-94 is approaching the end of its service life. To address this and other issues, WisDOT is proposing to:
- Replace the pavement on westbound I-94.
- Replace the pavement on the westbound ramps at the County O and County EW interchanges, along with the local roads between the ramp terminals.
- Replace select culverts and complete repairs/cleaning where required.
- Add riprap at the outlet of the culvert at Rudd Creek.
- Replace guardrail.
- Replace the right-of-way fence along westbound I-94 and include measures to address safe wildlife movement in cooperation with the Wisconsin Department of Natural Resources.
- Install ramp gates that will allow closure of ramps in an emergency at County EW entrance ramps.
- Replace select signing and install new pavement markings.
- Make repairs to the east- and westbound I-94 bridges over County O.
- Place polymer overlays on the westbound I-94 bridges over the UP railroad tracks, Aspen Avenue and County EW.
Construction on the multiyear project currently is scheduled to begin in fall 2027, with completion in spring 2030. Work will be staged to not impact I-94 during peak travel times.
During construction, I-94 will remain open, but traffic will be restricted to one lane in each direction on eastbound I-94. Construction on the interchanges will require ramp closures.
Motorists are reminded that using handheld cell phones in Wisconsin work zones is illegal. Alerts and updates provided via these sites are not intended for use while driving. When driving, your focus should always be on driving.
