Work includes replacing or repairing pavement and replacing utilities, sidewalk

To invest in Wisconsin’s transportation system, Gov. Tony Evers has signed a $5.78 million contract with prime contractor Haas Sons, Inc. of Thorp for an improvement project on US 10 from Nelson Road to the westbound I-94 ramps in the Trempealeau County city of Osseo. Construction is scheduled to start Monday, April 14; that start is weather dependent.
The contractor will hold a preconstruction meeting at 6:30 p.m. Thursday at Osseo City Hall, 13712 8th St., to go over the proposed work, schedule and traffic impacts with the public.
The pavement on this segment of US 10 is showing signs of deterioration, and some of it has reached the end of its service life. To address these and other issues, the Wisconsin Department of Transportation is planning to:
- Remove the pavement from east of the Buffalo River State Park Trail to just west of Rose Lane and place 8.5 inches of concrete pavement along with 6 inches of underlying base aggregate
- Repair or replace existing concrete pavement near I-94 at spot locations
- Make concrete surface repairs on the bridge over the north fork of the Buffalo River and overlay the deck with concrete
- Replace storm sewer
- The city of Osseo also will be replacing sanitary sewer and water main.
- Replace sidewalk, curb ramps, curb and gutter
- Replace pavement markings
During construction, US 10 will be closed to through traffic between County K and Rose Lane. This includes a portion of the highway where US 10 and US 53 run concurrently. Closure of US 10 and US 53 are expected April 14.
- Through traffic on US 10 will be detoured via US 53, County HH and I-94.
- Through traffic on US 53 will be detoured via WIS 121, County HH and I-94.
- A minimum of two side roads in the work zone will be open for north and south local traffic only.
- Access will be maintained to businesses and residences in the work zone, but there will be short-term closures of driveways and sidewalks, which will be coordinated with property owners. Temporary pedestrian accommodations will be provided, as necessary.
- On the east end of the work zone, motorists will encounter lane closures during concrete work between Rose Lane and the westbound I-94 ramps.
Construction is scheduled for completion in September.
