Governor Evers approves WIS 13 pavement improvement project

Work includes culvert, utility and curb and gutter replacement, addition of bike lanes

To invest in Wisconsin’s transportation system, Gov. Tony Evers has signed a $9.87 million contract with prime contractor A-1 Excavating Inc. of Bloomer for a pavement improvement project on WIS 13 from Butterworth Road in the town of Gingles to US 2 in the city of Ashland, all in Ashland County. Construction is scheduled to start Monday, March 31.

The pavement on this segment of WIS 13 is showing signs of deterioration. To address that and other issues, the Wisconsin Department of Transportation project will include the following from:

  • Butterworth Road to 16th Street
    • Remove 3¼ inches of existing pavement and overlay the roadway with 3¼ inches of hot-mix asphalt
    • Replace deteriorated culverts
    • Repair frost heaves
  • 16th Street to 6th Street:
    • Replace the pavement structure with 9 inches of Portland cement concrete pavement, 6 inches of base aggregate, 12 inches of granular subbase and underdrain pipe
    • Replace storm sewer system, curb ramps, curb and gutter
    • Replace sidewalk at curb ramps and spot locations
    • Add a designated bike lane between the travel and parking lanes in each direction on Ellis Avenue
    • Remove and haul decorative lights to city yard for repainting and reinstall in landscaped medians
    • Replace portions of the city water main in a separate tied project
  • 6th Street to US 2:
    • Replace Portland cement concrete and hot-mix asphalt pavement with 9 inches of Portland concrete cement pavement
    • Extend medians and left-turn lanes, remove one through lane and add designated bike lanes in each direction 
    • Upgrade curb ramps at city street and trail crossings

During construction, WIS 13 will remain open to through traffic, but motorists will encounter shifting traffic lanes and lane closures controlled by flagging.

Construction is scheduled for completion in mid-November.
