White River Bridge to WIS 21

Project Overview

We are proposing to improve 7.1 miles of WIS 73 from the White River Bridge in the village of Neshkoro to WIS 21 near the city of Wautoma. The purpose of the project is to improve the existing asphalt pavement to extend the life of the pavement. The pavement is showing signs of distress including longitudinal and transverse cracking as well as alligator cracking. These cracks allow water to enter the pavement structure and accelerates the pavement deterioration and increase maintenance costs and intervals. The County YY intersection has also been identified as having crash trends.

Proposed improvements include:

  • Removing and replacing 1-2 inches of the existing asphalt
  • 2-inch mill and overlay from the White River Bridge to Bluff Street in the village of Neshkoro and from County F to WIS 21.
  • 1-inch mill and 2-inch overlay from Bluff Street to County F.
  • Modifying the County YY intersection to address safety concerns
  • Replacing one deteriorated culvert under WIS 73 near Silver Lake
  • Upgrading curb ramps in the village of Neshkoro to meet current standards
  • Addressing some drainage concerns in the NW quadrant of the White River Bridge in Neshkoro
  • Replacement of sideroad culvert at Cottonville Drive

County YY Improvements:

The County YY intersection has a history of crashes involving westbound vehicles on County YY failing to yield to southbound vehicles on WIS 73.

To address the identified crash pattern, a minor realignment of County YY on the east leg was selected as the preferred alternative for the intersection improvements as it addresses the crash pattern with low impacts and cost. This solution will realign the east leg of County YY to reduce the skew angle of the intersection improving sight lines for vehicles at the intersection.

Traffic Impacts

During construction, WIS 73 will remain open to traffic using flagging operations. The east leg of the County YY intersection is planned to be closed during construction for approximately 3 to 4 weeks. Motorists can expect some delays to occur, but delays will be managed through limiting contractor operations at critical times. Temporary pedestrian facilities may be provided while the curb ramps in the village of Neshkoro are under construction. Access to business and residential driveways will be maintained during construction. Brief interruptions in access may occur temporarily at driveways while construction occurs in the immediate area.

Real Estate

Additional right of way will be required for this project. Permanent fee and temporary limited easements are anticipated at the County YY intersection reconstruction and for the drainage improvements at the NW quadrant of White River Bridge in Neshkoro. Temporary limited easements may be required at the curb ramp upgrades to accommodate grading and construction of the ramps. Real estate acquisition is anticipated to begin in the spring of 2024.
