WIS 96 Brown County

The Wisconsin Department of Transportation (WisDOT) is seeking public feedback on proposed improvements to WIS 96 in Brown County. This outreach aims to obtain your input on the identified needs and proposed design details. We appreciate your input and encourage you to take a moment to review the project information and provide comments.

Location

The 3.3-mile project is located on WIS 96 between Wrightstown and Greenleaf. The project is located in the village and town of Wrightstown. The incorporation of the village of Greenleaf is ongoing.

Purpose and Need

The existing pavement was last resurfaced or reconstructed in 2012/2013. The existing pavement is deteriorating with cracking and rutting throughout. Additional needs include:

  • Curb ramps do not meet Americans with Disabilities Act (ADA) standards in Greenleaf
  • Spot curb and gutter deterioration
  • Deteriorating and outdated guardrail at existing culverts
  • Deteriorating drainage culverts
  • Erosion at the existing structure C-05-083: WIS 96 over East River Tributary

Proposed Improvements

The following improvements are proposed to address the project needs:

  • Resurfacing the asphalt pavement
  • Upgrading curb ramps to meet ADA standards in Greenleaf
  • Repairing spot curb and gutter in Greenleaf
  • Replace or remove guardrails to current design standards to maintain safe roadside conditions (5 locations)
  • Repair culvert endwalls and clean existing pipes (4 locations)
  • Repair ongoing erosion at the culvert at the East River Tributary
  • Replace two 72-inch culverts on the west side of Old 57 Road
  • Install shoulder and centerline rumble strips to maintain safety in rural areas (55 mph posted speed)
  • Install new pavement marking

Traffic impacts

Construction is currently scheduled for 2030 but could occur as early as 2029

  • WIS 96 will remain open to traffic except during the culvert replacements at Old 57 Road
    • Single lane closures and flagging
    • Pedestrian staging in Greenleaf
    • Maintain crossing of Fox River State Trail
  • Short-term detour during the culvert replacements at Old 57 Road
    • One-week duration
    • County D to County Z to WIS 32/57

  • Data collection – Summer 2023
  • Initial project notifications – October 2023
  • Local officials meeting – February 19, 2024*
  • Public involvement meeting – March 14, 2024*
  • Concept plans – Spring 2024
  • Environmental document – Fall 2024
  • Updated plans – Spring 2025
  • Right of way acquisition – Summer 2025 to Summer 2027
  • Final plans - August 1, 2027
  • Construction currently scheduled – 2030**

Real estate

WisDOT expects to begin real estate acquisition in the summer of 2025.

  • Permanent easements would be required to accommodate erosion repair at the culvert at the East River Tributary and the replacement of two 72-inch culverts just west of Old 57 Road
  • Temporary easements would be required to accommodate curb ramp upgrades.
