WIS 54, West Jeanne Street in New London to County S, Waupaca and Outagamie counties

Overview

The WIS 54 pavement is showing signs of deterioration. The pavement was originally constructed in the mid 1990s.

Needs identified along this section of WIS 54 include:

  • Deteriorating pavement surface.
  • The roadway has settled at the approaches to the Embarrass River
  • Storm sewer inlets are deteriorating and in need of rehabilitation and pipe outfalls require cleaning.
  • Existing sidewalk ramps do not meet current ADA (Americans with Disabilities Act) standards.
  • The existing traffic signal layout at the County D/North Shawano Street intersection is nearing the end of its service life.
  • The proximity of the westbound WIS 54 lane drop to the County D/North Shawano Street intersection has
  • contributed to crashes.

Proposed improvements include the following:

  • Remove and replace the existing asphalt.
  • Construct approach slabs and restore roadway profile at approaches to Embarrass River bridge.
  • Replace all curb and gutter west of County D/North Shawano Street and spot locations east of County D/North Shawano Street.
  • Repair various storm sewer inlets and clean outfalls and ditches.
  • Installation of a new traffic signal at County D/North Shawano Street.
  • Reconstruct sidewalk ramps at County D/North Shawano Street to meet current ADA standards.

To address lane drop concerns, WIS 54 will be reconfigured to a two-lane configuration consisting of a 4-foot median shoulder, 12-foot lane, and 8-foot outside shoulder.

The project is anticipated to be constructed with the US 45, Givens Road to Church Road project.

Traffic Impacts

WIS 54 will remain open to traffic with one lane in each direction as the project will be constructed half at a time. The intersection with County D will be constructed in stages to allow for one lane of traffic in each direction on both road ways. There will be temporary widening on the east and west ends of the project for construction.

Real Estate

Some temporary limited easements will be required for the reconstruction of sidewalk ramps at the County D/North Shawano Street intersection.

Schedule

  • Local officials meeting: Sept. 7, 2023
  • Public involvement meeting: Oct. 24, 2023
  • Complete project design May 2025
  • Construction is currently scheduled for 2026.
